LEIGH ON MENDIP PARISH COUNCIL MEETING HELD ON MONDAY 20th DECEMBER 2004 at 7.30pm

 IN THE MEMORIAL HALL

 

Councillors present.  Acting Chairman John Wright, Chris Cudmore, Steve Anderson, Geoff Casey, Ty Schlechter.

Apologies:   P Moore             

 

The MINUTES OF THE LAST MEETINGS of 15th November and 29th November were accepted and signed.

 

MATTERS ARISING: Travellers’ sites.  JW reported that no action could be taken if land was purchased, until used for illegal occupancy.  CC had obtained literature in respect of this subject for distribution with correspondence.

CC reported that the next street cleaning will be week beginning 21st February 2005, and that the Survey of Roads should read Survey of Footpaths.

 

Ty Schlechter was welcomed to the meeting and the necessary co-option forms were completed.

 

At this point the meeting was adjourned to allow Mr E Thomas to give a short presentation on Shepton 21. 

 

PARISH COUNCIL MINUTES – 18TH OCTOBER 2004   It had been noted that an item from the Minutes of the September PC meeting had been repeated in the Minutes for October.  The Minutes were amended and adopted.

 

AFFORDABLE HOUSING JW reported that the cost of the land had now been agreed between Knightstone Housing and Somerset CC.  Leigh on Mendip has been allocated funds for the completion of affordable housing by the end of the financial year 2005/6.  We will be kept informed of proceedings by the Housing Officer.  Concern was raised as to whether the PC will be able to influence a decision on the final design of the project.

 

FINANCE 

Financial statement - deferred to next meeting.

Hall Rent – An invoice has been submitted giving details of outstanding amounts.

Precept – A discussion took place on the Precept for next year.  Final figures yet to be agreed.

Cemetery – The mowing account is now complete for 2004/05.

A quotation of £15 for pruning back and trimming hedge was received from Brian Loten, JW proposed, SA seconded acceptance, and all agreed.

 

PLANNING  Notification has been received from Mendip DC that the appeal by Mr and Mrs Phillips, Hollybush Cottage, had been refused

 

 

 

ROADS AND FOOTPATHS  SA thanked GC for instigating repairs to the footbridge at the Tufa Falls at Whitehole Farm and new directional sign at the junction of Marsh Lane, Ham Hill, Whitehole Hill.  GC noted reports of flooding at Barns Close Quarry entrance, and Pitten Street during heavy periods of rain.

Kissing Gates – two quotations were received in respect of erection of three gates.  GC proposed that we accept the quotation from Mike Derbidge, seconded by JW, and all agreed.

Sites to be agreed at the next meeting.

 

REC FIELD REPORT – SA attended a meeting in November.  A query on payment of insurance premium has now been settled.  A grant may be made by the Parish Council to the Rec Committee, but not direct to the Insurance Co.  

SA had drawn the Rec Committees’ attention to the funds distributed by Gloria Cawood in respect of a new shower heater required in the Club House.

 

QUARRY MATTERS  JW investigated a complaint of HGV’s carrying grain into Barns Close Quarry.  This appears to be unfounded.

 

CO-OPTION OF NEW COUNCILLORS  Following the vacancy created by the resignation of Neville Park, a discussion took place regarding candidates, and it was agreed to invite Graham Harris to be co-opted at the next meeting.
