LEIGH ON MENDIP ANNUAL PARISH COUNCIL MEETING

held on 20th May 2013

 at 7.30pm in the Memorial Hall

 

 

Councillors Present: C Cudmore (CC; Chair), I Barnes (IB; in part), G Boden (GB), D Mattick (DM) and D Sparkes (DS).  

In attendance: S Vaillant (SV; Clerk), V Horler (VH), District Councillor, and 9 members of the public, in part.

Apologies were received from A Dagger (AD), and apologies for late arrival were received from I Barnes (IB).

 

 

 

 

 

2.0

Declarations of Interest & Dispensations

 

2.1

G Boden and C Cudmore declared an interest in the planning application for Savernake Cottage.

 

 

 

 

3.0

Election of Chairman & Vice Chairman

 

3.1

DM proposed that CC is re-elected as chairman (DS seconded, all agreed).

CC accepted the office of chairman and the relevant form was signed.

 

 

 

 

3.2

DS proposed that IB is elected as vice-chairman (GB seconded, all agreed).

IB accepted the office of vice-chairman.

 

 

 

 

4.0

Minutes of the last Annual Parish Council Meeting & Annual Parish Meeting

 

4.1

The minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on 21st May 2012 were agreed as a true and accurate record of the meetings held.

·      Item 1.2 of the Annual Parish Meeting – Clarification: RM stands for Rose Martin.

 

 

 

 

4.2

Matters arising - All items were actioned during the year.

Financial Statement – Statement to 19th May 2013 was agreed and signed.

Clerk pointed out the error with cheque #702. CC agreed to query with Nat West.

Parish Council Insurance Renewal – Following clerk’s recommendations, it was agreed to accept the remittance advice for the renewal of the policy. All agreed.

 

 

 

 

6.4

Risk assessment – DM volunteered to conduct a thorough risk assessment and review all items.

Cemetery

 

7.1

Clerk to confirm with S. Pitt that the initial payment  is for 8 cuts.

CC agreed to sign the cheque, assuming that it is for 8 cuts. The standard of cemetery grass cutting has been good.

Planning

 

8.1

App. 2012/2982; Land at Soho Farm; Installation of Solar PV array; Further discussion on the nature and level of compensation - District councillor advised that Section 106 had been signed off.

 

 

8.2

Planning Application 2013/0779; Savernake Cottage, Leigh Street; Single Storey Extension to Rear (North) of dwelling – CC and GB withdrew from the discussion.  IB agreed to recommend approval, DS seconded, all agreed.

 

 

8.3

Pre-Application Consultation; Single Wind Turbine at Rockhouse Farm, Chantry – After discussion, and based on the little information held, it was agreed to write to advise that the parish council had concerns which included:-

·      Will the turbine be in a low flying zone;

·      Proximity to Asham wood, a historic woodland;

·      Very near to main road and junction; will this cause distraction to the drivers;

·      Visual impact not acceptable (we go into a lot of trouble to ensure the effect of the quarry are well hidden and visual impact mitigated), fear that the structure will tower over the village. a full assessment of the visual impact is requested when submitted a planning application.

·      We have our share of industrial sites with the quarries around.

·      A planning permission has recently been given for Solar panels to be installed in a field in the parish;

Other Business

 

9.1

Footpaths – Two kissing gates will be installed on Monday 27th May 2013.

 

 

9.2

Land for cemetery – IB has obtained the name of the person who has bought the land and has asked if they would mind being approached.

 

 

9.3

New clerk – following the resignation of S Vaillant; it was agreed that a sub-committee (CC, IB and GB) would meet at CC’s house to read through CVs received, arrange  interviews and appoint a new clerk.

The next Parish Council Meeting will be held on 17th June 2013, at 7.30pm in the Memorial Hall, Committee Room.
