LEIGH ON MENDIP PARISH COUNCIL MEETING

held on 6th August 2013

 at 6.30pm in the Memorial Hall

 

 

Councillors Present:  C Cudmore (CC), G Boden (GB), A Dagger (AD) and D Sparkes (DS).

In attendance:  P Ham (PH) County & District Councillor,  V Horler (VH) District Councillor.

In the absence of the Clerk, CC took the minutes.  All sent AB their good wishes and hoped that she soon recovers.

CC and AD declared an interest in the Clove Cottage planning application (neighbours).

Planning Application 2013/1393: Clove Cottage, Tadhill, Leigh-on-Mendip

Application for the removal of planning condition 2 (holiday occupancy) of planning permission 077180/012 to allow property to operate as a separate dwelling.

Due to the declared interests by two councillors, there was no quorum to make a recommendation. No correspondence had been received from parishioners.

Planning Application 2013/0964: Hollybush Cottage, Knapp Hill, Leigh-on-Mendip BA3 5QY

Construction of 4 holiday cabins and associated works as amended by revised plans received on 22 July 2013 which include

·                Car parking relocated to Hollybush Cottage access

·                Pedestrian access path to cabins added

·                Field gate retained from Hollybush Lane with pedestrian gate

·                Unsurfaced site track retained for maintenance access only

·                Hedgerow screen planting added to south site boundary

 After review of the revised plans DS proposed, GB seconded and all agreed to recommend that the decision is left to the Planning Officer following consultation responses as site access is improved, the visual impact from the village is not significant (apart from when the trees are bare) and the application supports the local economy. Planning Application 2013/1481: Halecombe Quarry

Deepening in the Rookery Farm Area within Halecombe Quarry and after use as a water balancing lake.

It is understood that the changes do not affect the arrangements for restoration and the Long Term Management Fund. The working hours, noise and dust limitations are unchanged apart from reduced quarry operational hours (7am to 7pm) within the Rookery area. It was agreed that an on-site solution to maintaining local water levels is preferred to that at Tweed Farm.

After review of the revised plans DS proposed, AD seconded and all agreed to recommend approval. CC to submit response to SCC Planning Control.
