MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
         HELD ON MONDAY 16 NOVEMBER 1992 IN THE SCHOOL.
Councillors present were J Davis, R Dixon, H Mawdsley. H Park,   
D Pattison (Chairman) and D Turner.
The meeting opened at 7.30 in the presence of 14 parishioners.

PLANNING  APPLICATION FOR CHANGE OF USE OF AGRICULTURAL  LAND  TO 
DOMESTIC GARDEN AND AMENITY LAND.
DP  opened  he  meeting  by  reading  out  the  application   and 
information   from  Mendip  District  Council  on   controls   on 
'gardens'.(AG  arrived.)   It  was  established  that   the  area 
concerned  would be treated as a garden for planning purposes  if 
the application was successful.
Mr Johnson was invited to speak:  he advised that the application 
was  for  a  straight change of use as advised  by  the  District 
Council.
DP  summarised the 3 copies of the letters of  objection  already 
received  and the 4 verbal objections and invited  comments  from 
the  floor, non were forthcoming, and then from councillors.   DT 
commented on the number of objectors present which he felt showed 
the  depth of feeling against the plan.  He felt that if  granted 
it  could mark a lateral spread of the village outside the  Frome 
Local  Plan  boundary line.  RD supported this and  thought  that 
agricultural land should remain as such.
It  was agreed to object on the following grounds: 1) Not in  FLP 
area.   2)  Access  problem.  3)   Adequate  off  street  parking 
{garage  &  hall car park}.  4) Employment.   5)  Visual  Impact.  
6)  Noise,  due to frequent mowing. 7) Archaeology  -  Lime  Kiln 
site.  It was agreed to clarify the use of adjacent  property,  a 
small holding.                                            (CLERK)

CORRESPONDENCE
Reminder  of meeting with Mendip to discuss development  control, 
local   plans  and  conservation,  on  25/11/92,  1900h  at   the 
Undercroft, St John's Church Hall, Frome.    (RD, DP,DT? & CLERK) 
More  letters pertaining to the Local Government Review had  been 
received from MDC & SCC.
Letter  from A Merrick with timetable for Bulls Green Link  Road. 
Also notification from Somerset & poster concerning BGL  display. 
Site - Memorial Hall 1300 to 1800h on 8 & 9 December with  public 
meeting at 2000h on the 9th in the Hall.                  (CLERK)
Letter  from P Hewitt, SCC Minerals Dept, asking if someone  from 
the CC could attend the same meeting as someone from MDC.  It was 
agreed  that  Mrs  Hewitt had been  misinformed  about  the  PC's 
intention, but to invite her to a future meeting after MDC.(CLERK)
Invitation to join CPRE defered to next meeting.          (CLERK)
Notification and information pack from SALC circulated.  RD  will 
attend the next meeting.                                     (RD)
 
Concern  was  expressed as to the materials used to  culvert  the 
Halecombe  brook  and  the fact that no ammended  plan  had  been 
received for the new safety access points.                (CLERK)



Discussion took place on a  draft, formulated by DP, of the  PC's 
response  to the government Green Paper.  Suggestions  were  made 
and DP will  amend.                               (DP)

A  letter  had been received from David A  Croyden  in  Gravesend 
wanting  names and addresses of councillors.  Enquiries  will  be 
made into reasons.                                        (CLERK)
