MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
                        ON 18 JULY 1994.
Councillors  present:  R Dixon, S Haywood, M Loten,  H  Mawdsley, 
D Pattison and D Turner.  Also present SCCouncillor A Merrick.
Apologies were accepted from J Davis.

The Minutes of 6 June 1994 were accepted and signed.
MATTERS ARISING - NOTICEBOARD - next agenda.          (CLERK)
BANNER  - money had been paid as agreed on 25/04/94. The  cheques 
were 72.85 to H W Signs, and 51.05 to Hobbs Bros. Total 123.90.
FERN  COTTAGE FP - barbed wire on bridge removed by JD. Stile  on 
Fern Cottage field still unsatisfactory.                  (CLERK)     
ELECTRICITY POLE -to be pursued.                          (CLERK)
Planning Application at FOX HOLLOW refused.
RADON - letter received, further action up to village hall.  (ML)
DP to pursue villages querry.                                 (DP)
VILLAGE SURVEY -completed and sent out.  AM had given the section 
on Transport to SCC who have sent it to the Consultants enquiring
into Social Needs and Transport Availability.
Winners of GOOD LOOKING EXTENSION announced.
Following querries re a garage built at Westleigh and the  'doing 
up'  of  the Old Smithy at Townsend MDC had written to  say  both 
were within the law.

MINUTES of 20/06/94 accepted and signed.

QUARRY MATTERS
LIAISON  GROUP - met in open session at Hall DT & HM  represented 
PC. It was felt that there was value in an open meeting and  they 
will be held biannually.
HALECOMBE QUARRY REVISED PHASING PLAN - Apologies were given that 
WH  rep was not present. Great concern was voiced that stone  for 
the  banking  was  being  washed and  sold  thus  delaying  their 
construction.   As  discussion  proceeded it was  felt  that  the 
absence of a quarry official greatly hindered the PC's ability to 
discuss  the matter.  Councillors agreed on a letter 1)  refuting 
WH claim that delay due to PC.  2) Wanting a definate  commitment 
to a date for completion of banking. 3)  Questioning need for any 
delay  from  original application in moving machinery  and  plant 
away from the village.                                    (CLERK)
The  attention  of Councillors was drawn to the  closure  of  the 
Whatley Haul Road for a month from 5 September and the re-routing 
of  traffic  along  the Old Wells Road.  This  PC  had  not  been 
consulted.  An objection will be sent.                    (CLERK)
EAST MENDIP QUARRY ADVISORY GROUP - DP attended as SALC rep.
He  reported that on MPG6 all delegates agreed that the  quantity 
of  stone  production  allocated  to the  East  Mendips  was  not 
sustainable.  It was felt that consultation on the MINERALS LOCAL 
PLAN  ought  to occur earlier between PC's  and  SCC.   Documents 
circulated - East Mendip Envir. Monitoring Group Report & Town  & 
Country Planning (Minerals) Act 1981.

REC FIELD MANAGEMENT COMMITTEE REPORT - SH.
Melhuish & Saunders need to be consulted re Car Park     (CLERK)
Letter  from SCC re grass cutting read out.  PC agreed  to  leave 
matter to RFMC.

SALC - HM
RADON  discussion will be added to a future agenda.


MEMORIAL HALL COMMITTEE - ML
Letter  in support of a grant application read out.  The PC  felt 
that the letter was asking for a large grant towards future  work 
but  ML  said that what the Committee wanted at this time  was  a 
letter saying that the PC would manage their next project and not 
a  committment  from the PC to grant 500. It was agreed  the  PC 
would manage the project.                                 (CLERK)

BRITISH LEGION HOUSE COMMITTEE MEETING - RD
Request for a pavement or kerbing  outside Herbert Dunn House  on 
Leigh  Street.  Request has been made once and refused, will  try 
again, copy of letter to BL.                              (CLERK)

PLANNING  - Querries had been made re SCC Highways  Notice  about 
Portico at Examiner House. Info will be sought.           (CLERK)
LJH  -  large piece of machinery in car park reported to MDC was
removed speedily.
PLANNING APPLICATION FOR RFMC CRICKET HUT received for info.
Soho Cottage extension passed.

ROADS AND FOOTPATHS - Old Wells Road surface lifting near Tadhill 
Farm.                                                     (CLERK)

CEMETRY - Minutes of sub committee circulated.  Mrs Wilson,  MDC, 
had  visited  site and did not object to the proposal.   PCC  had 
asked for a more detailed plan which will be provided.

& RD.
