MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
               HELD ON 17 JULY 1995 IN THE SCHOOL.
Councillors  present:  J  Davis, R Dixon,  S  Haywood,  M  Loten, 
D Pattison (Chairman), D Turner and J Wright.
The  Minutes  of 19 June 1995 were accepted as a true  record  and 
signed.

MATTERS ARISING
BARNS  CLOSE - SH,DP & DT met with a representative from  ARC  to 
discuss  this area.  The building in the quarry is to be used  by 
a  newly formed Carnival Club based at the Vobster Inn. The  wish 
to  see  environmentally friendly industries in  the  quarry  was 
stressed.   The  position  of the PC on  Sparks  Farm  Field  was 
conveyed to ARC.  A request to put a barrier inside the hedge  on 
the  dangerous corner as suggested by SCC was refused - SCC  will 
be  contacted again.                                      (CLERK)
KEEP BRITAIN TIDY -Bill from SH for 7 -3 for telephone, 4  for 
photocopying.  A cheque [000226] was made out and given to SH.
LAY BY - SCC offered to make it into a layby, agreed.     (CLERK)
SCC DRAFT PUBLIC TRANSPORT - letter to be completed.         (DP)
RFMC  -  (SH)  painting done by firm because  work  came  with  a 
guarantee  but the committee are in dispute over the payment.   A 
climbing  frame  could cost 6,000 but a local  builder  will  be 
approached for an estimate.
BURIAL GRANT - cheque should be made out to L-O-M PCC in future.
HALL  FUND - bank say fund stands at 2990.70 cheque for  2990.0 
in favour of the hall committee written.  A/c will be kept open.
NOTICE  BOARD  - Glass had cost 18.49, bill made out to  PC  but 
cheque (000227) made payable to J Wright and given to him.
New  Notice  Board  will be delivered to DP on  Wednesday  and  a 
working party to put it up was convened for 7.30 on 20/07.

FINANCE
No grant was made to Mendip Access Group.

ROADS & FOOTPATHS
A reply to the MILESTONE STATEMENT will be formulated by DT. (DT)
DT  had walked most of the parish paths and was compiling a  list 
of  their  state and work to be done on them.  It was  agreed  to 
employ M Barton to clear the paths. It was decided that when  the 
survey has been completed maps of the local paths will be put  on 
the notice boards.                                           (DT)  
Letters  about  TRAFFIC ENGINEERING FUNCTIONS and details of  MDC 
NATIONAL STREET GAZATTEER were read out.

RADON
AM  had  spoken to Gerald Judd at County Hall who  had  contacted 
NRPB  who intimated they had no intention of conducting  research 
to  see if there is a  link between high radon and quarrying.  RD 
offered  to  look into the matter through SALC.  ML  pointed  out 
that  Leigh  was  not listed in the High Risk Areas  in  the  SCC 
Building Control Handbook despite some recent very high readings.

AM  told the PC that SCC + 5 DC's had applied to the  Gov 'Single 
Regeneration  Budget  1997-99' for money to  fund  rurally  based 
training, employment & job creation. MDC had identified the  area 
of  Leigh,  Coleford, Holcombe and Oakhill  for  assistance.   AM 
suggested a meeting, including Parish councillors, to put together 
a  bid.   In the interim he urged the PC to write to the  MP  for 
support.  This was agreed to & a copy of the application  already 
submitted  will  be requested from Pat  Boyle,  Special  Projects 
officer for SCC.                                          (CLERK)

QUARRIES
LIAISON  MEETING  - new area manager Phil  Dawson.   Problems  of 
noise and lorries were raised.  The southern FP will be  diverted 
to  the  top by Aug 1997.  DP had agreed to look into  sites  for 
finger posts signing Halecombe.
Rookery  Farmhouse  - Company said they were trying to  devise  a 
scheme to retain the farmhouse.

A  complaint  about  night time working  at  Halecombe  had  been 
received.   AM  said  that  if  people  thought  the  quarry  was 
contravening its permission to phone Taunton 333451 any time.(CL)

PLANNING
ELLERY COTTAGE - No objection to new plan.                (CLERK)

BURIAL SUB COMMITTEE
Committee had met and decided on a course of action - DP had been  
delegated to progress this matter.                           (DP)

UPDATE
REC FIELD -SH- Negotiations were taking place over the access  to 
the proposed car park.
MENDIP 2ND BIODIVERSITY CONFERANCE attended by RD who reported on 
the  importance  of  the Mells River area  which  is  a  European 
Wildlife  Conservation  Area. 

CORRESPONDENCE
MILESTONE  STATEMENT:   CPRE  Magazine and  ANNUAL  REVIEW:  NALC 
YEARBOOK:  SCC ROAD ACCIDENT REVIEW 1993: Consulation Document on 
new HEALTH AUTHORITY BOUNDARIES - reply by 17 Oct.  CIRCULATED.
ENVIRONMENT DEPT OPEN DAY - 10 Oct  DT  &  RD  to  attend.(CLERK)
KILL SPEED CAMPAIGN to start 26 Sept, posters will be displayed.
Letter   from   the  owners  of   'Examiner   House'   requesting 
correspondence  in connection the portico.  On advice  from  SALC 
the PC is unable to supply this.  Correspondent will be notified.
