MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
            HELD ON 18 SEPTEMBER 1995 AT THE SCHOOL.

Councillors  present:  J  Davis, M Loten, S  Haywood,  J  Wright, 
D Pattison (Chairman).  (R Dixon & D Turner arrived late.)
Apologies were accepted from R Dixon who was going to be late and 
A Merrick Somerset County Councillor.

The Minutes of the last 2 meetings were accepted and signed.

MATTERS ARISING FROM 21 AUGUST
BARNS  CLOSE - hedge had been taken right back and warning  signs 
erected.
LAY BY requested.

MILESTONE STATEMENT - in hand.                               (DT)
NOTICEBOARD - laminated ownership signs to be made.  (CLERK & DT)
RADON - reply from MDC did not really answer the question  posed, 
it  will be suggested that they write to NRPB for updated figures 
for Leigh-on-Mendip; copy NRPB.                           (CLERK) 
BULLS  GREEN  LINK - Inquiry 3 October, DP in receipt  of  letter 
from Sec of State requesting notification if an alternative route 
is to be suggested.  No response needed. Inquiry - JD,DP,RD,DT.
SINGLE REGENERATION BUDGET - meeting in village attended by DP  & 
JW  not  much discussion of SRB more concerned  with  setting  up 
'task forces' comprising PC, DC, CC & local industry.
BURIAL SUB COMMITTEE - matter progressing DP waiting to hear from 
landowner.                                             (DP et al)

FINANCE
HALL  FUND UPDATE - ML reported that VAT could only be  reclaimed 
if  PC  were  sole trustees and owners  of  the  Hall.  Community 
Council  for  Somerset  is fighting this ruling.   Due  to  large 
chunks missing from Hall archives ML & Clerk had searched the  PC 
files  and  hoped that they had  found  satisfactory  documentary 
evidence to support PC being sole trustee & owner. It was  agreed 
that  SALC  would  be  asked for  details  re  co-option  of  non 
councillors to sub committees.  Report will be prepared for  next 
PC  Meeting.  PC thanked for return of residue of money  in  Hall 
Fund a/c which had been left open.                   (ML & CLERK)

Bill  for NOTICEBOARD - DP proposed payment, ML seconded and  all 
agreed.  A  cheque, 000228, for 352.50 [350 + 52.50  VAT]  was 
signed and given to SH.
CONFERENCE  - "Is Our Countryside At Threat?" on 7  October.   It 
was agreed to send RD as a delegate.  ML proposed payment of  fee 
of 20, DT seconded, all agreed. Cheque 000229 made out &  signed 
and given with meeting details to RD.
AUDIT - auditors suggested a triennial audit, all agreed. (CLERK)
SLCC TRAINING SESSION FOR CLERKS - if clerk goes PC will pay.

ROADS & FOOTPATHS
KILL YOUR SPEED CAMPAIGN 26 Sept.
FOOTPATH   REPORT  from  DT  -   8/25,  8/10  &  8/11  all   were 
problematic, but it was agreed to write to SCC asking that farmer 
be  told  about the routes of these paths before  planting  takes 
place  and  be asked to keep them walkable. Work had  started  on 
clearing some paths.
Entrance to Rec Field near Foxhollow had been altered, a pavement 
will be requested again on the corner opposite.           (CLERK)

STREET  GAZETEER  - copy to each councillor for  imput  of  local 
knowledge.                                                   (DT)
Sites for signs for Halecombe.                               (DP)
STREET  LIGHTING - letter from parishioner asking for  all  night 
lighting to be discontinued.  Agreed to write to Police asking if 
all night lights deter criminals.                         (CLERK)

PLANNING
GREAT HOUSE FARM forge passed.
PORCH AT 16 BELLFIELD - no objections.                    (CLERK)
HOMELEA - revised plan same objections still stand.       (CLERK)
NFHA RIGHT TO BUY FOR HOUSING ASSOC TENANTS - a letter  objecting 
to this proposal will be sent to MP.(copy NFHA)           (CLERK)

QUARRY MATTERS
WHATLEY  QUARRY  -  SCC met on 1 Sept and resolved  to  agree  to 
application  subject to certain conditions.

CORRESPONDENCE
SALC info circulated.
POLICE AUTHORITY MEETING 26 Sept at Radstock.
SOMERSET COMMUNITY HEALTH COUNCIL circulated.
FIRE SAFETY WEEK invite to Frome firestation on 29 Sept.
LOCAL COUNCIL REVIEW circulated.
ST  GILES'  CHURCH  - ideas for site for  yew  tree  donated  by 
diocese.   All agreed a yew tree was not a good idea due  to  its 
poisonous properties.
