MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
          HELD ON MONDAY 16 OCTOBER 1995 IN THE SCHOOL

Councillors  present: J Davis, R Dixon, S Hayward, J  Wright  and 
M Loten who took the chair.
Apologies were accepted from D Pattison and D Turner.   Apologies 
were also received from A Merrick, County Councillor.
R  Dixon  introduced District Councillor A Ward  who  stayed  for 
about an hour.

The Minutes of the last meeting were corrected as follows: SINGLE 
REGENERATION BUDGET meeting had also been attended by RD.
FINANCE  -  NOTICEBOARD payment in brackets should read  [300  + 
52.50 VAT].
They were accepted and signed.

MATTERS ARISING
RURAL TASK FORCE - minutes of meeting were distributed to RD,  DP 
& JW.  Next meeting 8 November at 7.30 in Nunney village hall.
HALL FUND UPDATE (ML) From her reading of the Charity  Commission 
leaflet  ML  understood that the hall committee were  trustees  & 
therefore  VAT could be reclaimed but the matter was still  being 
investigated.                                                (ML)  
NOTICEBOARD - problem with condensation. SH offered help.    (SH)
7 October Conference cancelled fee will be returned.         (RD)
STREET LIGHTING -  in hand.
STREET GAZETEER - in hand.                                   (DT)
HOMELEA  - A Ward had visited site and spoken to  neighbours  who 
had agreed to drop their objections.

PLANNING 
Great House Farm notification that plan approved.
THE CHAPEL - Retrospective window change - no objection.  (CLERK)   
TOWNSEND HOUSE PARKING SPACE - no objections subject to agreement 
of Highway authority.                                     (CLERK)

FINANCE  Investment a/c 4729.89. Current a/c 306.
Request  for  400  from Investment a/c made,  will  be  received 
11/11/95.
CLERK'S SALARY 1 April to 30 September Salary 231.04
                                     Expenses  61.66
                                       TOTAL  292.70
SH proposed payment, RD seconded all agreed, cheque 230 made out.
BILL  FOR PARISH ELECTIONS from MDC of 45.00 - Councillors  felt 
it was high and so asked that amount be querried.         (CLERK)
PC REQUIREMENT for 1996/97 deferred to next meeting.
BELL RINGERS - cheque  209 to A W Electrical Factors Ltd dated 21 
November  1994 returned with request to make it payable to  L-O-M 
Bellringers.   ML proposed writing a new cheque, SH seconded  all 
agreed.   Cheque  231 made out for 56.90  payable  to  Leigh-on-
Mendip Bell Ringers.                                      (CLERK)
CPRE Light & Noise appeal - no grant made.



ROADS AND FOOTPATHS
Non functioning light at top end of village reported.     (CLERK)
Church  steps - when vehicle goes over bottom step in roadway  it 
rattles.   Weeds on pavement at Sparks Farm and Rec  Ground  need 
attention.  No news of action on lay by in Hollybush Lane.(CLERK)
Complaint about weeds in Church Drain.                       (DT) 

RECREATION FIELD
SH reported that solicitor for Melhuish and Saunders  negotiating 
for  high  fencing.   All in hands  of  solicitors.   Clerk  will 
give  plans  for  last  5 houses on the  front  plot  to  SH  for 
information.                                         (CLERK & SH)
HALL COMMITTEE AGM 8PM 9 NOVEMBER

QUARRY MATTERS
BGL Inquiry - (JD) took 2 weeks, result awaited.
HALECOMBE LIAISON - 14 November in the Hall.
WHATLEY  QUARRY -(RD) Whatley and Mells held Parish Meetings  and 
both  rejected  ARC's  offer  of money  if  they   dropped  their 
objections  to the quarrying of Chantry Lane. Parish  referendums 
on  this matter have been decided on.   SCC have withdrawn  their 
objections  to the quarry extension plan and, according to  press 
reports,   ARC   have  offered  the  two   Parishes   the   money 
unconditionally.

SALC AGM 
RD  confirmed  as Secretary of the Eastern Branch.   He  reported 
that  matters discussed included ownership of verges and  payment 
of clerks.

MDC LOCAL AGENDA 21 SUMMIT - no one able to attend.
SCC  SERVICES  GUIDE, HEALTH COMMISSION WILTS  AND  BATH  REPORT- 
circulated.
Training event for Councillors 26 October.
CPRE AGM 30 Oct 2pm Croscombe Village hall.

Next meeting 20 November 7.30 in the School.
