MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
               HELD ON 6 JUNE 1996 IN THE SCHOOL.
Councillors  present:  J  Davis, R Dixon, M  Loten,  D  Pattison, 
D Turner, and J Wright. 
Apologies  were  accepted  from  S  Haywood.   County  Councillor 
Merrick arrived late.

Minutes of the Meetings of 9 April, 22 April and 20 May, the  AGM 
were accepted as a true record and signed.

MATTERS  ARISING  9  April  Porch  at  Danecot  refused;  caravan 
removed.
22  April:
State  of  village street - DT had spoken to  farmer.  A  one-way 
system  will be operated at harvest time with empty wagons  going 
up the street.
LONG  CROSS  - Ask for better signing of  junction.  BGL  Inquiry 
Inspector against altering priority at this junction. Write  with   
copy to relevant PC's.                                    (CLERK)
ROADS - Concern about spoil dumping on verge, write to ask if  CC 
policy.  Work requested in hand.                          (CLERK)
LITTER BIN - catalogue/planning for next meeting.         (CLERK)
CULVETING BROOK - Envir Agency and DC no objections.

QUARRY LIAISON - meeting 25 June apologies from JD & DT.  (CLERK)
BURIAL  GROUND - ML had met with the Archdeacon who felt  that  a 
Faculty  to  remove the whole wall might not be  granted.   After 
discussion on the acquisition of the land for the new cemetery  it 
was agreed that JW would contact Alder King and that the PC would 
consult an independent valuer when needed.                   (JW)

ROADS & FOOTPATHS
Footpath  grant  of 100 received from MDC and  signed  agreement 
returned (given to DT).
Overgrown hedge near houses on Ducks - owner not known.   (CLERK)
Scouts grant for next agenda.                             (CLERK)

PLANNING
[JD  declared  and  interest and stood  down]DT  left  having  no 
objection to EXTENSION AT TADHILL FARM:  no objections.   (CLERK)
[JD returned].
TWEED FARM COTTAGE:  no objections.                       (CLERK)                        
Notification  that  local police had appointed  an  Architectural 
Liaison Officer, N Garnett, passed to Neighbourhood Watch.
Bell Inn play area and patio plan passed.

QUARRY  MATTERS  AM said he was chasing Halecombe to  remove  old 
plant  as  laid down in their planning pemission.   Mineral  Plan 
timing slipped. [AM Left]

FINANCE
BRIGET PARKER OLYMPIC TRUST appeal, no grant made.
Info on Tea Parties for Kidney Foundation - display.
HALL  RENT FOR AGM - 10 payment proposed by DP, seconded by  RD, 
all agreed.  Cheque 00176 made out by ML and signed.
VAT  FROM WORK AT HALL - paid in to PC a/c.  JD proposed re- payment 
of  415.89  to the Hall, DP seconded all agreed.   ML  made  out 
cheque 00177 & it was signed.
Cheque 00250 for 300 to P Goldsmith for tree pruning at the Rec.  
Retrospective endorsement was proposed by ML and seconded by  JD, 
all agreed.
MEETINGS ATTENDED - EAST MENDIP RURAL TASK FORCE 22 MAY JW & RD
White Paper on rebate of rates for single village shops - PC will 
write in support.                                         (CLERK)
Talk  by Stuart Palmer MDC on Low Cost Housing.  JW reported  the 
disturbing news that earlier assurances by Mendip on consultation 
with  PC's, the requirement to "show need" appeared to  be  being 
ignored.   Leigh  who  had  shown  no  need  in  the  survey  was 
earmarked  for 6 houses. Another village (Holcombe) had had  low 
cost housing thrust upon it without consultation with the PC.  It 
was agreed to write to D Hooper at MDC for clarification. (CLERK)
The  Rural  Task force will be asking for surveys to be  done  on 
business,  transport  etc  and the PC was in receipt  of  such  a 
request  it  was agreed that a request would be made by  PC  reps 
that  all  surveys were sent out together.   Documents  from  the 
meeting were circulated.
SALC 4/06 JW & RD
JW  was  elected  Vice  Chairman on the East  Division  &  RD  an 
Executive Member.  DP is rep for SALC to MP's committee.  Traffic 
Calming  was  discussed.   JW felt that for SALC to  be  a  valid 
organisation it must have weight behind it,  all agreed.

CORRESPONDENCE
WASTE MANAGEMENT STRATEGY book taken by RD
The  following were circulated:  SALC INFO, COMMUNITY CARE  PLAN, 
TWINNING  NOTES,  CPRE ANNUAL REPORT, MENDIP LEISURE,  GYPSIES  & 
OTHER TRAVELLERS IN SOMERSET.
TEACH-IN  ON HIGHWAY MAINTENANCE                        (RD & DT)
PLAYFORM - Rec Field.
Info  on  COMMUNITY  GRANTS- copies to School,  Keep  Fit,  After 
School Club.
REC FIELD re CAR PARK - JD will pursue matter.
