MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
              HELD ON 19 AUGUST 1996 IN THE SCHOOL.

Councillors  present:  J Davis, R Dixon, S Haywood, M  Loten  and 
J Wright, Chairman. 
Apologies were accepted from D Pattison and D Turner.
A Ward, District Councillor, sent her apologies.

MINUTES OF MEETING OF 15 JULY were accepted and signed.

MATTERS ARISING
LONG CROSS - letter received giving details of action taken.
BULLS  GREEN LINK - RD said the County Council may launch  a  new 
initiative  to  support the BGL based on an ARC plan  to  further 
industrialise the redundant/dormant quarries of Cooks Wood, Asham 
Woods, Barns Close and Westdown. "Bad neighbour use" had been  an 
issue defeated at the planning inquiry and the PC were  concerned 
at its revival. MDC expressed ignorance when contacted by RD about 
an  ARC press release stating that they had put Cooks Wood  on  a 
register  for future industrial development.  The PC  will  write

LOW COST HOUSING - letter sent.
MYRTLE COTTAGE - no reply from MDC.  A Ward had offered help.
PAVEMENT - SCC will clear if they have a crew in the area, it was 
agreed  that  this  was  not enough  because  of  the  danger  to 
pedestrians caused by the growth.                         (CLERK)
FINANCE  -  Rec Field a/c set up but name on cheque book  not  as 
requested.  Matter being dealt with.                 (ML & CLERK)
BURIAL  GROUND - JW had contacted Cooper & Tanner who will  value 
the land for the PC. 

MINUTES OF MEETING ON 5 AUGUST were accepted and signed.
All  letters  sent.   The Clerk had been  informed  that  another 
housing survey was not needed.

ROADS & FOOTPATHS
No comment on Highway Maintenance Policy.
JD, RD, DP & JW had attended the meeting about LONG  CROSS-BEACON 
CROSS funding where it had been decided to retain the status quo.  
County Councillor Merrick arrived during this item.  He said that 
the meeting had been called following a SCC Environment Committee 
initiative.

PLANNING
JD  declared  an interest - PLANNING APPLICATION FOR  TWO  STOREY 
EXTENSION AT TADHILL FARM - no objection.                 (CLERK)
Listed building consent granted for TADHILL FARM.
15 PARK HAYES passed.
SEMINAR ON PLANNING on 19 November.

SURVEYS
REDUNDANT BUILDINGS SURVEY - RD proposed Rookery Farm.
It was agreed that the Employment, Business and Transport surveys 
would  be made into one and circulated before the  next  meeting.

QUARRY MATTERS
A  complaint  had  been made by a parishioner  about  noise  from 
Sunday  working.  AM had contacted them and explained  what  work 
was allowed to take place on Sunday.
Report  from  AM  on TRAVELLERS SITE AT  PARK  CORNER.   PC  will 
monitor situation.
RD  will  attend  a meeting on 7 September  "TRAVELLERS:   A  WAY 
FORWARD".   It was agreed PC's ought to be consulted at an  early 
stage and kept informed.
AM  had  suggested  to Tarmac that Mells PC be  included  in  the 
Liaison meetings.  AM left.
HOLWELL QUARRY - permission granted to go deeper.

FINANCE
SCOUT GRANT - deferred to next meeting.
REC FIELD BANK A/C - a bill for equipment from WICKSTEAD  LEISURE 
for  259.09p had been received.  ML proposed payment when  money 
had been paid into the new account from the RFMC, SH seconded and 
all agreed.
ML  proposed  transfering  300 from the Investment  a/c  to  the 
current a/c, SH seconded and all agreed.  Form filled out.

CHARITY  COMMISSION  SCHEME FOR MEMORIAL HALL - notices  will  be 
published by ML and be available for public inspection.

CORRESPONDENCE
SCC  MINUTES,  AVON  & SOMERSET POLICE  ANNUAL  REPORT,  GYPSY  & 
TRAVELLER LETTER from the Conservative Party, CHARITY  COMMISSION 
INFO, CPRE AGM all circulated.
