MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING HELD ON 18 NOVEMBER 1996 IN THE SCHOOL. Councillors present: J Davis, S Hayward, M Loten, D Pattison, J Wright. D Turner and R Dixon arrived late. MINUTES OF LAST MEETING were accepted as a true record and signed. MATTERS ARISING Grant paid to Parish Magazine & thank received. Outstanding-Minutes of items from which public excluded. (CLERK) [D TURNER ARRIVED] REGIONAL PLANNING MEETING - DT & JW unable to attend. CEMETERY - letter sent. HALL AGM - well attended, new committee elected. VILLAGE GREEN - Millenium Green info arrived - DT took to copy. [R DIXON ARRIVED DURING THIS ITEM] FINANCE FINANCIAL REPORT - PC current a/c £13.26. Inv a/c £5388.18. Hall Fund - .59p. REC FUND - £298.36. The Rec Committee appear to be putting all their buying transactions through the Parish Council. There are still problems with this a/c being charged for each transaction it was agreed to see if, when the a/c is regularised signatories could be added from the Rec Committee. A request for payment of bill from Lexique Signs for £97.84 + carriage £10.00 + VAT £18.87 TOTAL £126.71p. DP proposed payment, SH seconded all agree, cheque no. 7 made out. (CLERK & ML) PRECEPT FOR 1997/98 - figures prepared by DP formed the basis for discussion. DT proposed £3100.00, SH seconded all agreed. (CLERK) PLANNING - letters had ben received from Coleford PC and a parishioner concerning the state of the COKE OVENS near the River Mells. It was agreed to contact Penny Stokes (MDC) asking that they be scheduled. Copy to landowner. It was also agreed to ask her about the LIME KILN behind the village. (CLERK) LEIGH HOUSE reply concerning building materials. JW will take matter up at Planning Meeting 19/11. (JW) DOVECOT - permission granted. DEVELOPMENT AT LEIGH STREET - PC feel it is overdevelopment of the site, a semi would be more appropriate. (CLERK) MENDIP VIEW - a complaint had been received about commercial use of the property. This was specifically pointed out to the applicant by MDC in the permission document as needing a planning application. Also gardenisation of agricultural land by owner without Change of Use permission as has also happened at Examiner House. MDC will be informed. (CLERK) ROADS & FOOTPATHS Leaflet "Farming and the Highway" received. Danger of mud on road from Soho to Whitehole. Farmer to be informed. (CLERK) CHURCH STEPS - to be raised at next PCC. (ML) Write to FETE COMMITTEE re paint on pavements from the Street Fair and ask for it to be cleaned. (CLERK) QUARRY MATTERS - Liaison meeting 25 Nov at 1930h in the Hall. COUNTY STRUCTURE PLAN & LOCAL MINERALS PLAN out soon SCC will be contacted to make sure PC receives copies and is consulted. It is believed the MINERALS PLAN consultation will be over the Christmas period so extra copies will be requested. (CLERK) A complaint had been made about an excessive blast by Halecombe. complainant was told too much explosive had been used. REPORTS - HALL AGM PC will write to retiring chairman to thank him for all his work. (CLERK) RURAL TASK FORCE (RD) The Environment Working Party had failed to get the backing from the full committee to oppose the industrialisation of disused quarries, including Barns Close, was inappropriate. They had supported, however, that the quarries were not suitable for heavy industry. They also agreed to include, in our Parish, a bid for funding to preserve the valley of the River Mells. Concern had been expressed that support for the industrialisation of Barns Close could be connected with redundancies in Coleford. It was agreed to write to District Councillor about this.
