MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
             HELD ON 16 DECEMBER 1996 IN THE SCHOOL.

Councillors  present:  M Loten, J Wright,  D  Pattison(Chairman). 
D Turner and J Davis arrived later.
Apologies were accepted from S Haywood.
MINUTES  OF THE LAST MEETING  were accepted as a true record  and 
signed.

MATTERS ARISING (D Turner arrived)
Reply  from  SALC, signatories to bank a/c must  be  Councillors.  
Official secret minutes kept to be made public later.

It  was agreed to contact Charity Commissioners with a view to  a 
new lease for the Rec Field.                              (CLERK)
REC FIELD - paid invoice for boiler not received.            (ML)
LEIGH  HOUSE  -  JW tried to bring the  matter  of  using  modern 
materials  on  garage  sides not facing  listed  house  but  told 
Planning  Seminar (19/11/96) not dealing in specifics. Report  of 
meeting to hand. Countryside Commission VILLAGE DESIGN  STATEMENT 
pack will be sent for.                                    (CLERK)
PLANNING - LAND AT LEIGH STREET on delegated list.
MENDIP VIEW - acknowledgement from MDC.
BUILDINGS  AT  RISK  REGISTER - ROOKERY FARM  more  info  needed, 
letter copied to V Carey & R Dixon.                       (CLERK)
HEDGE  GROWTH - letter from F Lake of W S Atkins asking Clerk  to 
do work of contacting hedge owners.                       (CLERK)
ELECTORAL REGISTER to be displayed until end of Jan.
Scheme for LEIGH-ON-MENDIP MEMORIAL HALL available.
MAGAZINE - DT concerned that footpaths article written on  behalf 
of  PC not in edition that went to all village.   Council  report 
will also be sent to local paper.                         (CLERK)
Agreed that an advert for PC Noticeboard must be A4 size or less.

ROADS AND FOOTPATHS
Concern  at speeding through the village, a renewed  request  for 
Traffic Calming will be made.                             (CLERK)
BLACKERS LANE in very poor state of repair.               (CLERK)
JW  had attended a SALC meeting and told councillors that  if  PC 
wanted a Right Of Way altered they(the PC) had to pay the fee.

FINANCE  PC Current a/c 213.26, Inv a/c 5174.92.
Hall Fund a/c .59p.
Rec Field a/c 171.65.
Still having problems with charges on Rec Field a/c.        (ML)               
Accounting  Regs info from CIPFA at cost of 9.99. Clerk told  PC 
that at a meeting on the new regs  told that will need this  book 
but it was decided to wait for guidance from SALC.

PLANNING
Poster advertising survey on Redundant Agricultural Buildings.
PLANNING SEMINAR 'minutes' circulated. 

TRAVELLERS  RD  not present but all info on  Travellers  will  be 
circulated.
QUARRY MATTERS 
LIAISON  MEETING - complaints because all parish not informed  of 
meeting.  Footpath opening in 1997 on schedule as is the phasing 
plan. It was thought that the balancing lake would not be needed.

BURIAL  GROUND meeting closed to public as negotiations for  land 
purchase involved.  Letter from Alder King concerning PC's  offer 
agreed to negotiate further.                                 (DP)

MEETINGS ATTENDED
JW had already reported on PLANNING MEETING. 
SALC MEETING (JW) papers concerning comments on Minerals  Working 
in County given to DP to reply to.                           (DP)
HALL  (ML) new chairman V Winks and secretaries - L  Yelland  and 
S Vaughan. There will be no rent increase.
The  PC  had  met with J Dutson (ARC) to discuss  the  future  of 
Sparks Farm Field.  It was agreed to hold a Parish Meeting on  24 
February  1997 in the Hall at 7.30 to discuss this  matter.   ARC 
will be invited. Villagers will be notified.        (CLERK et al)
