MINUTES OF LEIGH-ON-MENDIP PARISH COUNCIL MEETING
             HELD ON 19 JANUARY 1998 AT THE SCHOOL.

Councillors  present:  J  Davis, M Loten, D Turner,  J  Wright  & 
D Pattison(Chairman), R Dixon arrived late.
Apologies were accepted from P Moore.
District Councillor A Ward was present.

The MINUTES OF THE MEETINGS on 1 DECEMBER 1997 & 11 DECEMBER 1997 
were accepted as a true record and signed.
MATTERS ARISING - 1 December 1997
All letters had been sent.
LAWN MOWER - due to age virtually worthless in insurance terms.
PRECEPT request sent.
REC  FIELD  PLANNING APPLICATION sent, request for  more  details 
given to J Robson who had supplied them.                  (CLERK)

CEMETERY PLANNING APPLICATION granted.
PLEVNA PAVEMENT - response felt to be unsatisfactory.     (CLERK)
SPEEDING TRAFFIC on OLD WELLS ROAD being investigated.
SCC MINERALS CONSULATATION PLAN purchased.
1 DECEMBER 1997 - no Matters Arising.

MENDIP LOCAL PLAN 
Discussion took place with A Ward about the revised plan. It  was 
agreed  to write to MDC supporting the plan and asking  that:
1) the playing field area include the car park. 
2)  that the R11 designation be retained on the area  behind  the 
playing field.
3) that the C21 designation be reinstated on the land behind  the 
Churchyard.
4)  that  the field at Sparks Farm be designated as  an  "amenity 
open space" in light of its importance to the village.    (CLERK)

QUARRY MATTERS
The  report that David Heath MP had been quoted as being  against 
an  environmental  levy  on  quarried  stone  was  received  with 
concern.   It was agreed to write to Gordon Brown  expressing  PC 
opposition to this view, cc MP.                           (CLERK)
The Clerk had contacted SCC about a blast at Halecombe that  took 
place  at  approx 1640h on 22 December 1997  questioning  whether 
blasting  after dark  was allowed.  A letter  had  been  received 
saying matter being investigated & that quarry might be in breach 
of planning permission. 

SCC MINERALS LOCAL PLAN CONSULTATION DOCUMENT
County  Councillor will be asked to expedite publication  of  the 
next stage.                                               (CLERK)
PLANNING
MDC  had  found no violation of planning permission at  LJH,  but 
investigating building of bund.
ELECTORAL BOUNDARY CHANGES
A Ward asked for PC's view on the changes - all agreed that  they 
were happy with the new grouping.
AW was thanked for attending the meeting.
BURIAL GROUND
Draft  rules had  been circulated, it was agreed  to  prepare  an 
outline for discussion at the next meeting.                  (DP)
Daniel  & Crutwell had informed the PC that payment of a  fee  to 
the vendors building society would be necessary.  The payment  of 
this  cost was proposed by DT, seconded by ML and agreed by  all.  
It was also decided to inform the solicitor that it would take  a 
minimum  of 28 days to release money from the investment  a/c  to 
make any payments  on the land transaction.               (CLERK)
A quote for  breaching the wall was awaited.                 (ML)

RECREATION FIELD - Car Park
DT & JR had discussed the conditions for the handing over of  the 
land  and were satisfied with them - the main ones were that  the 
land was for use only as a car park for Rec Field users and  that 
fencing  on  the north & west boundaries & levelling  be  started 
within 3 months of transfer.  DP proposed that the PC be prepared 
to receive the land without confirmation of the legal access,  DT 
seconded  and  all  agreed.   ML  proposed  that  DP  sign  legal 
documents on behalf of the PC, JW seconded and all agreed that he 
should ask the solicitors advice on the wording of the  agreement 
& if he advised acceptance sign on  behalf  of  the  PC.     (DP)
The  solicitor  would  be advised of the  return  receipt  of  the 
documents relating to the Rec Field ownership and be sent a  copy 
of the planning application as requested.                 (CLERK)
 
ROADS AND FOOTPATHS
HALECOMBE QUARRY FOOTPATH - DT and Sheila Petherbridge of MDC had 
met  with  quarry  representatives to discuss the  route  of  the 
footpath around the newly constructed bund. A map is awaited from 
Tarmac  so  that the definitive route and access to it  from  the 
existing diversion can be drawn up.                  (DT & CLERK)
8/28 the landowner had been contacted over the width between  the 
2  sets of fence posts. The PC understood the landowners  concern 
at dogs being allowed to run loose in the field and foul the land 
but agreed that the fences ought to be 1.8m apart.        (CLERK)
DOG  FOULING  - the Clerk had contacted MDC about  the  costs  of 
special  bins for dog faeces. 3 bins would be approx 600 to  buy 
and install and, using 1994 prices as a guide, cost approx 300 a 
year to have emptied.
BLACKERS LANE flooding,and erosion of the verge near Ducks Meadow 
will be reported.                                         (CLERK)
RD  said  that in a report of a public meeting  in  the  Fosseway 
Magazine  a  County Councillor had asked that  the  Mendip  Spine 
Road be made a Quarry Route.
PROPOSED TEMPORARY CLOSURE OF FR18/22 & SM8/9 & FR18/24 &  FR18/9 
in  connection  with  the  building  of  the  Bulls  Green  Link.  
Councillors  were horrified that the first diversion  would  send 
walkers  and  horseriders along the A361  near  Leighton  towards 
Nunney - there are no pavements on this stretch and the speed and 
volume  of traffic is a cause for concern.  The second  diversion 
would send users along the Old Wells Road about which the PC  had 
already  expressed their worry about the speed of  traffic  using 
it. The PC will object. cc Police, SCC, Health & Safety.  (CLERK)

FINANCE
Request  from WI for 10 for Village Clean Up Day materials.   DP 
proposed payment of 10, RD seconded, all agreed.  Cheque  000257 
on current a/c made out & signed.                         (CLERK)
JW will look at the 2 noticeboards and do necessary maintenance.
