Minutes of meeting held on 12 November 2018

1.    The minutes of the meeting held on 8 Oct were agreed and signed.

JOBS

2.    Shed.  Some paint had been kindly donated by Chris Ingrem.  Work required: Prime walls (40% diluted with water),  Paint walls (2 coats),  Guttering

The 5 litres of paint from Chris might be enough.  Decided to do 2 coats and see whether to buy more. 

Working party 14 Oct 10am did not happen due to rain.  Agreed to wait until spring.  

3.    Install new rubbish bin.

4.    Matt’s large picnic table needs repainting. 

5.    Get the ride on mower fixed.                                                                                        Action FH

6.    Bench near pedestrian gate.  Michael Wainwright has started fixing it at DP’s house. DP will put it back, further from the hedge.                                                                                      Action DP

7.    Trees pruning.  Some done.  More to do when leaves have dropped.

Finance:

8.    DNP passed DP a cheque for the new small goal.

9.    Electricity meter reading was 28532, usage 39 units. 

10. VH passed DNP invoices for Wicksteed inspection and new swing basket/chains, and received £40 for Bonus prizes.

Cricket Club 

11. Dave Cox may be nominated as CC rep on RFMC.

12. Three issues outstanding:

a.         CC to provide a copy of their insurance

b.         CC to provide a copy of the licence

c.         CC to nominate a member for RFMC

16.   Hall booked for 2 to 4pm on Sat 8th Dec and 12 to 2pm on Sun 9th Dec.

17. Cradle swing basket and chains now fitted, TY FH.  

18. Revisit the site hazard log, including adding the pump track.                               Action DP

19. Fire risk review and check fire extinguishers.  Chubb visited the rec and agreed to add the rec to the hall, so we don’t pay the call out fee twice.  Hall and rec will split the call out, and pay own actual costs.  We need more signs, and a third extinguisher, apparently, to be conformed when the engineer visits.                                                                                                               Action DP

20. The desirability of eliminating portable lights and replacing them with new lights was discussed.  It was agreed that better lighting was needed for whist and for meetings.  AD will contact a local electrician.  One of the existing lights was missing a translucent panel. DNP to send DP a link to dimmable 600mm LED panels at £20 each (done, cost for 5 panels with switches is £255).   Small LED downlighters may be fine and cheaper.                                                                       Action AD

21. It was agreed to try new daylight tubes in the existing lights in the interim.                                                                                                                                                                  Action DP

22. DP had done a fire test on the material of the ceiling panels.  They appear to be plaster reinforced with wire (???) and do not burn, even when heated to red heat with a blowtorch.

Parish Council Issues

23. EXTENDED PLAY AREA.  Public meeting 24 Oct, some members plan to attend.  The provision of water was discussed. 

24. DP was asked to establish cost of insurance for new land.                                  Action DP

25. Mowing.    Need to mow the meadow area v soon.  VH has reminded Chris who does the mowing. Not yet done – now too late??  Being chased                                                          Action VH

26. The new salt bin has been done.

Regular Items

27. Weekly safety inspection:    VH did in Oct.                                                                Action VH

28. Emergency lighting, 2 smoke alarms, CO detector and accident book checked today.  One smoke detector absent.   Electrical reading above.                                                              Action AD

29. One of the emergency lights seems very dim.  AD has one, to be fitted.             Action AD

Annual list of jobs. 

31. Health and Safety Risk Assessment, & survey of clubhouse and grounds for handling, storage, fire and general hazards in odd years.                                                                             Action DP

32. Do the annual 3 hour emergency lighting test.  After new light installed.

Any Other Business

33. Insurance  DP had received the renewal docs. The premium is £1153.03 incl insurance tax, compare with £1134 last year.  It was agreed not to search around for a cheaper quote this year, since last year's search was so lengthy and fruitless.  DP has agreed that the alarm be removed from the policy.  The premium did not go up.   It was agreed to renew on that basis.

34. Parish Council Precept.  PC is starting work on the next PC budgets and does want the various village groups to let us know what they might be claiming before next April and what they would like putting in next year’s budget.  The 2018/19 budget was £3,360 which comprised £560 for grass cutting, £300 for outfield grass cutting and £2,500 for play equipment (which can be carried forward into 2019/20).  It was agreed to bid for the same this year.                                     Action DP
